When accessing shared song link (for example in telegram) spotify plays links both web and app mac..

Do you mean that the playback is synced between the two platforms? If so, this is standard Spotify Connect behavior, which allows you to listen on your main device (let's say your Mac) while using another one (your phone, for example) as a remote. While this feature cannot be toggled off at the moment (unless you're temporarily offline), there's a live idea about it here which you may find interesting, so feel free to check it out and show your support.

In case you meant that clicking the link automatically opens the desktop app, this can be disabled in your browser's settings. You can try clearing the website's cache & data or resetting your preferences to the default  to see if that does the trick.
