Bluetooth Play/Pause controls don't work unless desktop overlay is enabled

My Question or Issue

For months now Spotify will not respond to Play/Pause controls from my bluetooth headset (Anker SoundBud Slims) unless the desktop overlay is enabled. Enabling the desktop overlay causes a lot of functionality issues (like accessing application menus) and is generally less than useless for me.

Play/Pause functionality works on other platforms (Android) and other Windows programs (Media Player). Volume controls still function.
