I downloaded some MP3s online (legally) but no local files show up when I try to add Local Files.

Thanks for reaching out to the Community and welcome!

To import Local files to Spotify from your computer, you just need to follow the steps in this article. If the source where you have the Local files isn't shown, you can add it by clicking on Add a Source.
