My Question or Issue
Spotify on my mobile phone tells me that I can control playback on my PC by signing into the same account on both (done) and selecting my desktop PC from the Available Devices list... My PC is not on the list...
What am I doing wrong?

It seems like a small connectivity issue.
Please reach your account page (using incognito web page) and click "Sign Out Everywhere".
After this had been done, log back in on both devices to see if helps.
In addition, i'd suggest reinstalling a new copy of Spotify as it assures that you have the most updated version.
