Downloading playlist to desktop

When you've download a playlist to a computer is the song streamed if you're still connected to the Internet? I would like to download the songs and play them from my computer to save bandwidth.

If you downloaded the songs, you can make a seperate .m3u playlist with the built in Windows 10 Notepad.  If you would like to use Spotify for the playlist, then I am not sure as I do not have Premium.

I have premium and downloaded .. but where to the downloads go, on the Hard Drive ? for the life of me, I cannot find them
