Error Code 13

So I can't open up spotify anymore. I tried reinstalling spotify and I've only gotten the message "The installer is unable to install Spotify because the neccessary files could not be created. (Error Code: 13) 

I've tried numerous things to try to fix it. 

I have a laptop that uses windows 10.

I have the same thing going on at the moment, nothing worked what I tried, I googled so much but I can't find an answer. I've deleted all my files also from appdata, tried running in safemode, in windows XP, 7, 8, etc. Nothing works...
