Followers cannot rearrange collaborative playlist

Hi!

I have created a collaborative playlist, but followers of that list report that they are unable to rearrange the playlist (reorder songs). They can add and remove songs, but not, as I said, rearrange the songs. Is this is limitation of collaborative playlist, or am I not having the the playlist set up correctly?
