Hey there, welcome to the Spotify Community!
As of now, it is not possible to create or manage folders in the Mobile Apps. But you can easily do that on the Desktop and Web apps. Head to your library right click on your playlist section and you will find an option to create a folder.
If you are using any VPN/DNS, please try after switching them off. You can see the create folder button in the screenshot below:
