High CPU usage for 5-10 minutes after resume from Sleep - GetHandleVerifier

My Question or Issue

Hello. Sometimes after I resume my PC from sleep Spotify starts using very high CPU usage. I checked with ProcessExplorer and it seems the GetHandleVerifier winapi is being spammed a lot (7 billions "cycles delta"), while on normal CPU usage you can see normal usage (~30 million "cycles delta"). Anyone has any idea? Where exactly can I submit a technical bug report? Please don't tell me "did you try turning it off and on"
