I can't connect to a different device via Spotify Connect

I'm using a laptop (Win 10, desktop app), a PC (Win 10, desktop app) and a phone (Android 7.0). I can't use Spotify Connect between them. Sometimes it just doesn't find any other devices and right now even though I select a device and select a song, nothing changes. I'm playing music on a PC. When I want to select a different song on the Android app the play symbol flickers and the songs stops immediately, I have to press play again and the song on the PC never changes. When I select a song on a desktop app, it seems to be working - the song is playing, but it's showed only on the laptop, nothing changes on the PC. What is going on? Is it permanently broken?
