Library not syncing on Windows 10

My Question or Issue

I use Spotify with quite a few decives: Surface Book (Windows 10), Mac, iPhone, and an Android tablet. 

My issue is that, if I update my library on anything other than the surface book, it does not get updated on the surface book. So if i remove an album from my library on my iphone, its still there on windows. The only solution I've found is to uninstall / re-install. I've gone offline for a while, does nothing. Signing out / in does nothing. I use all these devices pretty frequently so this is incredibly frustrating. I'm sure its a bug in the Windows UWP app becaue it only just recently started happening. But still. Any help would be appreciated
