Local songs with non-latin file names are not found

My Issue

I have a handful of songs that have cyrillic or japanese characters in their file names (example: 01. アンハッピーリフレイン.mp3). These songs will not appear in the local file list. 
Note: songs that have non-latin characters in their metadata, but don't have any in their file name will be detected without issue by Spotify.
This is a regression, as this was working fine before.
