Missing Dragging Songs Up

My Question or Issue

Recently, I believe there's been a new update to Spotify on PC, as now when I add new songs and try to hold left click to drag them up/rearrange, it doesn't allow me to roll the screen up while I'm in my playlist.  But when I try to left-click and drag it down the playlist, it still lets me do that.  Is this a glitch/error?  Or do I have to reinstall/redownload the Spotify app to fix this problem?

Does it work if you try to drag without holding down CTRL?
