Thanks for reaching out on the Community! And kudos for already trying some troubleshooting steps.
Just to confirm, do the playlists appear empty when opening them, or are the tracks in the lists greyed out? Or are you experiencing a different issue, for example that playback won't start? It would be great if you could include more info on what's happening from your end and we'll see what we can suggest 🙂
If possible, you can try connecting to another network too, just to check if the issue persists. If you're using any VPN, make sure to switch it off as well, as it may interfere with the service.
Also, does this only happen on the Windows device you mentioned? Are you experiencing similar behavior on other devices that you use Spotify on or when using the Web Player?

Problem is with the Spotify for Windows (64 bit) 1.2.64.408.g0a9b557c only. Web Player and Android works fine now (Android had the same greyed out issue in the morning, not anymore), no VPN, changing network didn't solve this (got 2 ISP's to pick from). All content in playlists are unavailable, yet some stuff can be added to Liked Songs and they're available that way. Some albums and Radios play ok, some don't, without any sort of consistency.

You mention deleting data, to check, was this the stored cache or did you try a clean reinstall the app? Keep in mind that a clean reinstall is more thorough than a quick reinstall too, as it'll will not only remove any damaged cache from old app versions, but also ensure that you're running the latest one.
You can also try downloading the app from another source. As an example, you can download it from Microsoft Store instead, if you previously downloaded it directly from Spotify. Feel free to give a try, if you haven't already.
There are a few other things which comes to mind, if the above steps doesn't do the trick:
Should the issue persist, would you mind including a short video showing how things appear from your end? This will help us get a better view of what you're experiencing. If the files are too large to attach here in the Community, you can send them to us via Google Drive or as unlisted YouTube videos. Just make sure it doesn't include any personal info.

I have done every step you've mentioned above. Results are the same, can't play any playlist. So here's a fresh screenshot, where you should be able to tell it's a playlist and the songs are all unavalaible, plus the spotify version.
Also for some reason I can't arrange the order of playlists anymore.

Does it behave in the same way while running your Windows device as an Administrator or enabling Safe Mode? You can check this article from Microsoft for steps.
Also, it would be great if you can double-check and specifically update the sound drivers on your PC by following the steps listed on this page, just to ensure everything is in order. Make sure the sample rate of your audio device is set to anywhere between 44.1 kHz and 192 kHz too.
