Not all local files are scanned

HOW IS THIS BUG STILL NOT FIXED!?

I remember having this issue a year ago but I switched computers and the new one initially was fine so I just left it at that. Now I'm again noticing that more and more files are not being scanned and added to my local files. There doesn't seem to be any pattern to this although it seems that most of the time it is single files (i.e. ones not in folders) which are not scanned. There are numerous articles chronicling this problem was as far back as 2013.

So far I've tried unchecking the synced folder (to which nothing happens and all my local files which were already detected still remain there), and then rechecking it, (again nothing happens. Restarting spotify, installing the latest update, restarting the computer, all does NOTHING.

For whatever it's worth I'm on the latest version of Windows 10. Please oh please can we not have the feature where we can just drag and drop files into spotify back? This is one of the few areas that iTunes actually does so much better!
