Spotify Windows UWP app sluggish flickering desktop

I'm noticing using the spotify windows 10 UWP app that my entire desktop screen will "flicker" while i hover the mouse over the focused spotify app.  It's almost as if the screen has a desync with poor refresh.

Also, the app seems to be sluggish if i decide to drag the window around.  It sort of stutters and lags.  

Using 980ti/6700k wi. 16GB ram on Windows 10 Version 10.0.16299 Build 16299
and NVidia Drivers 3.13.1.30
