I found the solution.
The problem was that I (or the Spotify app) - long ago - had created a folder called 'Lokalt' (Swedish equivalent for 'Local Files').
(Always visible in the left pane among all your other playlists.)
So to anyone else experiencing this:
In the top left under the 'Home' and 'Search'-buttons , choose 'Your Library' -> then the 'Local Files' icon should be visible to the right.

Sorry to hear that you can't import local files on your PC.
Can you let us know if the songs appear grayed out or are being uploaded, but unplayable? We'll do our best to help you figure out what might be causing this.
It's also a good idea to check if you can try importing files with a different format like .mp3/ .wav. Sometimes the app won't recognize the files if they are copyright protected as well.
Keep us posted on how you get on.
The songs don't appear in Spotify at all.
- I've tried ogg, mp3 and wav. (Tried with tags and without tags).
- Gave the folders (and subfolders) full rights to all accounts.
- Added the folders and subfolders to Spotify Local Files ('Show Songs From') .
- Tried dragging individual songs respectively music folders to Spotify (Only gives a red circle with a line through it-symbol when hovering over Spotify).
- Tried 'Remove All Downloads' and 'Clear Cache'.
- Etc..

Thank you for keeping in contact and for the info shared.
If the local files are not displaying at all, it could be related to some damaged cache stored on your device that may affect the proper behavior of the app. We understand you’ve already tried some troubleshooting steps, but to be sure that we're on the same page - did you use the steps for a clean reinstall mentioned in this article?
If so and the issue persists, would you mind clearing the specific cache stored on your host files? To do so, you can follow the instructions mentioned in this post (even if it's a different issue).

Thx for your suggestions OscarDC, tried them and it didn't resolve the issue.
The hosts file did not have any Spotify entries, nor others for that matter. Just the Windows default example text.
