Spotify won't open - Windows 10 - App or exe version

My Question or Issue

Spotify won't open on my laptop regardless of whether it is the app version via Microsoft Store or the downloadable Windows .exe (non-app) version.  The downloadable version is the latest version available from Spotify's website.

Upon double-clicking Spotify to launch, the window will open and appear blank (E.g. like when an application is not responding) and then after ~20 seconds it will close.  If I have task manager open when launching Spotify it will show it using an increasing amount of system resources ~50% CPU and up to 3.5GB of RAM before it closes.

Updated OS as far as possible hence why Windows is 1909 and also all of my drivers are the latest from Dell's website.

I've tried all the recommended troubleshooting as advised in numerous other threads but to no avail.

Attached is an error report for the Windows App version, however there are no such matching error logs for the exe version.
