Won't boot up spotify and get an error message for a folder i don't have permissions to

My Question or Issue
So for the last day or two every time i've tried to boot up spotify i get this message:
"C:Program Files\WindowsApps\SpotifyAB.SpotifyMusic_1.92.390.0_x86__zpdnekdr...\SpotifyMigrator.exe
Cannot create a file that already exists."
so it says all that word for word and then i either have the option to hit ok or to hit x and close it. I've tried starting the application through desktop shortcuts, start shortcuts, and taskbar shortcuts, And I can't get into the folder to even try to boot up spotify.exe, which i found strange because i'm an administrator and the only account on the computer, but it's probably because some windows files you can't get access to even if you're the owner of the PC. I have done everything from reinstall the app to updating windows to uninstalling the windows 10 store and installing the website version ( which just gave me an error message when i booted spotifysetup.exe that said i didn't have enough space and to close programs and free space, which doesn't make sense cause i have 4 gb available on one hard drive then like 500 gb on the other.) and now i'm trying to settle with the web version but i don't really want google chrome running all the time consuming my RAM, which was one of the main reasons i loved the spotify desktop app cause you could have it run in the background and play music but not eat up all your memory. so basically i'm at a complete loss on what to do and am now sitting here confused and looking for help. I'd send a picture but ms paint is also acting up, so...
