cant move tracks in a playlist

Im working from a PC Windows as well as android and cant seem to move tracks inside a playlist that I created. This is super frustrating. I need to be able to arrange them according to exercises for my group classes. There has to be a way to do this. Drag and drop doesnt work and there are no kind of "edit" options.
