local files won't sync from pc to iphone

I've seen this type of problem posted on here and the solutions posted don't work for me, so I am asking. I want to transfer some local files to my spotify, and it has done so on my pc, they play and have downloaded. But when I go to play the songs on my iphone, the playlist they are in says 'waiting to download' and they are greyed out and a pop up appears as shown in the attached images. I have synced a few local files before and they have done so perfectly, but today they are just not syncing...? Firewall is off for my spotify app on my pc and those are what solutions to this problem are saying so any other solution would be really appreciated. Thanks in advance.
