The problem was solved by another uninstallation using the BCUninstaller program with delet of data in the registry. If you have such a problem on your PC, download BCUninstaller and reinstall it until you are done

Thanks for posting in the Community and welcome.
Kudos for the troubleshooting you've tried so far! Since you mentioned the web player is working and that you don't have any issues while using a different account, we'd suggest you make sure the country/region of your account is the correct one.
Just for context, the country/region of your Spotify account is based on where you were when you signed up. If you move somewhere else, you need to update those settings, so that the app works properly.
On another note, if you're using any VPN service, we'd recommend setting Spotify as an exception or switching it off. Keep in mind Spotify doesn't officially support VPN. This means that issues with the app while using VPN are expected behavior.

By the way, I have encountered this problem before, and it occurred after updates, but reinstallation or just switching to a different song helped.

Since you mentioned this happening before and a reinstall working, we'd recommend performing a clean reinstall of the app, since it's more thorough and it sounds like there's some damaged cache that might be causing this. Another thing that's worth trying is flushing DNS:
It'd also be great if you can check if the issue persists with a different internet connection - a different WiFi or a hotspot from a mobile device, for example. Can you also make sure Spotify is excluded from any firewalls or anti-virus apps on your PC, as these can sometimes block access to the app and its content?

This method helped, but not for long. Song played normally not for 9-10 seconds, but for 16 seconds, and then again “Cant play the current track”, but the scroll bar didnt stop. It may be because I disabled hardware acceleration and reinstalled the app and cleaned data in the registry in paired with this metod

I don't see an answer for my issue, which is music stops after 3-10 seconds in my Tesla model 3. I have uninstalled and reinstalled the Spotify app 3 times. I have rebooted the Tesla. Nothing changed. I have YouTube music and it plays fine.
