Sometimes changes in licensing and other undergoing decisions may happen in the country the artist was born in as well. It's not meant to tease users. Labels may change distributors for example, all that may cause content to become unavailable for some period of time.

You can check if you can listen to the whole album on the web player (https://open.spotify.com/). If they are greyed out there as well, then it's definitely some artist/label sided decision.
