According to the support article:

"You do need to go onto the internet at least once every 30 days to maintain your offline music settings."
No matter if you keep paying your subscription or not, Spotify has this protection in place in case someone cancels their subscription and then tries to continue listening to Spotify in offline mode.
If going online once every 30 days is not possible, you will probably need to explore other options.
