Has your daughter already been a part of your or another Family plan? Is there an error that pops up when she tries to join? 
If yes - what is it and could you send us a screenshot of it?

To make sure you're following the correct steps on how to invite a Family member to your plan - follow this guide.

And make sure their and your own country settings match

Note: If an account already has Premium, it will need to revert to free before it can join a Family or Duo plan.
