What is the proper procedure to leave my family plan ( I am just a member not the owner) so that I may start up my own personal individual subscription service?

You can leave the Premium Family plan by following these steps:
When you leave the Premium Family plan, your account will revert to the free plan and then you can then subscribe to your own Premium Individual plan here.
Changing subscription plans won’t cause you to lose any of your playlists or saved music, and you can keep your same Spotify account.

I was taken off my Spotify account but my email is registered to that account. How do I start my own account using the same email address?

To clarify, if your Spotify account was removed from a Premium plan, you can keep using it on the free tier and there’s no need to create a new account.
If you can remember the credentials to log in to your account, I’d first recommend updating the country setting in the possibility that you’ve been abroad for more than 14 days.
If you don’t know the login credentials for your Spotify account, I’d recommend following the steps in this support article to recover your account, and then updating your country setting to regain access to the account if you’ve been abroad for more than 14 days.

In this case, I recommend making sure that you’re resetting the password for your Spotify account by entering your email address here. This will send a recovery email to your email address.
After resetting your password, I suggest logging in to your account page to update the country setting, before trying to log in on the app.

If I cancel myself off the family plan does it cancel out the family plan?

I can confirm that leaving a Premium Family plan won’t affect the subscription status of the plan manager or any other members of the plan. Only your own subscription to the Premium Family plan will be canceled as a result, and the Premium Family plan will remain intact for everyone else subscribed to it.
