To add your sister to the plan you'd need to make sure the address on your subscription is correct. She'll need to enter the address exactly as you have yours, otherwise the verification will not be successful.

You can go to your account page and check your address by selecting Spotify Premium Duo from the menu on the left.

If your address doesn't autocomplete, enter it completely then select Find.
