My Question or Issue

I am a premium individual account holder (not through another plan) and would like to upgrade to premium family however each time I try, it does not show as an available plan for me.

what do I need to do? I don’t want to cancel my existing account and loose all my playlists.

Have you tried upgrading here and here? You, unfortunately, didn't provide the name of the country you're based in, so I can't check if the plan is available there 🙂
