Public Playlist, Shareable Playlist

I'm writing after an extremely frustrating spotify session where I cannot make a list public, I can not get the three dots menu on my list (yes I have turned off enhanced shuffle), I can not share my list!  And, I have no right click to add or remove the list from my profile.  I have NO menus in desktop or android.  Everyone was sharing their playlists on socials today and I CAN'T PLAY AS A PREMIUM MEMBER.  I'm **bleep** off!  It should not be this hard.

Any help is greatly appreciated.
