Add import/export to other services

I run MixMoose.com, which is a 3rd party app with streaming functionality.  I was asked by a user to add import and export to other services.  Is this okay, or will this be a violation of terms?  I see a site like tune my music and assume it uses the api to work, but my basic under standing of tos seems like it shouldn't.  Is there someone I can directly ask for an exception if it isn't allowed?
