Can i modulate the frequency from 440hz to 432hz?

Hello, im working on an app to change the frequency in real time. Change 440hz to 432hz. Can i do it without breaking the laws of the API?

This sounds like what an equalizer would do, and I haven't heard Spotify has banned equalizers 🙃
