Web api queue vs iOS queue

I am trying to use the web api (https://api.spotify.com/v1/me/player/queue) to list the tracks, that will be played next for a given user. When the user explictly adds a track to the queue, it shows up correctly at the top of the list returned, in both the iOS app and the web api. However if the queue is "empty", then the tracks Spotify is suggesting, are not the same.

The iOS app is playing back music according to the list within the app. 

Can anyone help me understand how to retrieve the correct list using the web api?
