Clarification on Production Standard Access

Hi everyone,

I’m part of a small startup team building a consumer-facing music insights app that uses Spotify OAuth and standard Web API scopes (e.g. top artists, top tracks, recently played).

We’re currently in Development mode (25 users) and would like to clarify:

Is there any minimum user or MAU requirement to move from Development mode to Production (Standard) access?

Does the 250k MAU requirement mentioned in the quota modes documentation apply only to Extended / Enterprise quota, and not to standard consumer apps?

Is Production access granted purely via app review (privacy policy, scopes, data usage explanation)?

We want to ensure we’re interpreting the documentation correctly before launching.
