Confusion regarding developer policy on analyzing Spotify Content or Service

Regarding the developer policy: 

III. Some prohibited applications -> 13. Do not analyze the Spotify Content or the Spotify Service for any purpose, including without limitation, creating new or derived listenership metrics, benchmarking, functionality, usage statistics, user metrics, or building profiles of users, including for the purpose of targeting them with advertising or marketing.

If I would like to create my own song chart based on my own metrics (that are not provided in Spotify API) inside my application, does this violate the rule as stated above?

Help is very much needed as I could not find any answer across the internet. Thank you guys!

Anyone? It's really an important piece of information for developers to have a clear sense on the boundary of these rules and policies for the better development of Spotify third party services.
