Developer App unexpectedly “Disabled and blocked”

The Cauldron Spotify Developer App has unexpectedly been marked “Disabled and blocked.” We did not request this downgrade and received no notice explaining why it happened.

The Cauldron is operated by Witch Kitty LLC. It is an independent-music discovery and voting platform, not a record label, distributor, or music licensor. Artists submit links to music already available on Spotify. Scheduled hosts use Spotify OAuth and the Web Playback SDK through their own Spotify Premium accounts.

The application has received repeated HTTP 429 responses with reason “QUOTA_EXCEEDED.” The errors continued after the supplied 86,400-second Retry-After period expired. We have now discovered that the entire Developer App is marked “Disabled and blocked.”

This has disabled our production Host Show playback and Spotify metadata access.

Please explain why the app was downgraded, identify any policy concern, and provide the process for restoring it.
