Is this something that only businesses can apply for and not indie devs?
I think it depends what you're trying to do if I understand the terms correctly.
You are not allowed to use the streaming API without written consent, but it looks like you are allowed to use the non-streaming SDK's.

But I've heard some developers didn't get any response, even after months.

Suppose I want to upload a FREE app to the app store that uses the web API. I won't include any ads or otherwise monetize the app. Does this count as "commercial" use? Do I need explicit approval?
@Peter_Schorn in that case you wouldn't be considered a commercial use case and all you'd need to do is to submit a quota extension request. This will trigger a review by our team and it will lift the 25 named users requirement.
I am interested in knowing how to contact Spotify about this as well. As an Dev, I would like to create an application that uses Spotify's API and streaming services. I would need to be able to monetize it in some capacity(likely subscription-based). Does anyone know how to contact them in this manner?

I'm reading the new guidelines and I'm a little confused, i have an app and the main feature is maps, however i will like to have a music option with Spotify, this will be free for any user, however i have a subscription for my app (for premium options in the map), it will not related to Spotify SDK (as i wrote, this would be always free for the user) so this counts as commercial app for Spotify?

EDIT: also i would like to say I applied months ago and the app was "rejected" however my quota limits is not 25 and is ullimted now, so that means I can use the API commercially as an "extension" of my app?
