EMERGENCY: Request for Extension Quota IN-REVIEW for the past 6 weeks

We are getting ready to officially launch our app. We've submitted a request for quota extension and it's been in-review for more than 6 weeks. I've been trying to find someone to talk to and solve this fast and there is no one to be found. This has been really frustrating. We've done a significant investment on this app and we are delaying the launch because we can't find anyone to help. Does anybody know who to contact ?
