Get Another User's Top Tracks

My Question or Issue

I'm trying to build a simple user-based collaborative filtering, which mainly involves two users as inputs. 

Using the developer console, I know how to GET the top tracks for my own Spotify account. But can I also GET another users' top tracks and/or artists?

You can only get Library/Personalisation info on the user you're logged in with.
