Getting Access to the Spotify For Artist api

I'm trying to integrate wit the spotify for artists api , It says the client_id for the app will need to be whitelisted but I am unsure as to how to go about this. We are a distributor and want to be able to use this api to give people who have distributed through us the ability to use the service this API provides.
