New App to use API extend access

I am building an app which I would like to allow users to connect to their Spotify account with. At the moment I am using the 25 user invite only limit. While this is fine for testing, this doesn't allow me to open up the app publicly. When applying for an extended use, the questions ask about the site and user numbers, so it's a chicken and eggs situation where I need to get more users on, but I can't because of the limitation and I can't extend the limitation because I don't have enough users!
