Subject: Question about Development Mode user limits — multiple Client IDs under one account

I'm building a Telegram сhat manager bot that shows the currently playing track and lets each user control their own playback via the Web AP. Development Mode currently limits me to 5 authorized users per Client ID.

I noticed that each app I create under my developer account has its own separate "Users and Access" list. Is it compliant with the Developer Terms/Policy to register multiple Client IDs under one developer account specifically to onboard more test users this way? Or is this considered circumventing the Development Mode quota and against the rules?

I'd rather ask directly than risk violating the Terms — could someone from the Spotify team clarify whether this is acceptable?
