Quota extension request was rejected

 My quota extension request got rejected because of

1. Artificial manipulation. Don’t artificially increase, or claim to artificially increase, play counts, follow counts or otherwise manipulate the Spotify Service. This includes: (i) using any bot, script or automated process; (ii) by providing any compensation (financial or otherwise); and (iii) any other means.

My app is a platform that connects music publishers with playlist curators. Music publishers can start promotion campaigns and submit their music to playlist curators. Every submission costs 20 credits and credits are partly rewarded to curators. We're basically selling promotions. 

We use Spotify cover images, song genres, playlist genres, artist names, song names. We do not stream music and therefore are a Non-Streaming SDA. 

Playlist curators will receive new song submissions to review. Curators can review the song submission and are not being forced or incentivized to add a song to their playlist, listen to it on Spotify or otherwise to manipulate the Spotify platform.

Curators get paid only for writing feedback for the music publisher. Anything else curators are not being rewarded for and they also are not incentivized to do anything else. 

I hope to receive some feedback and get a better understanding of what I might be missing or do wrong.
