Requesting information about api rate-limits

We are seeing 429 response status codes in Spotify api's. We are aware of 'retry-after' header and waiting requesting until 'retry-after' value. 

But we want to avoid this all together by understanding `rate-limits` mechanisms in place. 

1. how much of time window are we being counted for api limits ? 1  sec / 1 minute /  1 hour / 1 day ?

2. What's the max volume is capped under given time window ?
