Unable to create a new Web API app - HTTP 403 / code 7 internal permission error

Hi,

I'm unable to create a new app in the Spotify Developer Dashboard.

I have an active Spotify Premium Individual subscription and currently have 0 apps in my Developer Dashboard.

I'm trying to create a simple personal, non-commercial Web API integration.

Configuration:

• App type: Web API

• Website: https://muziek.xxxx.net 

• Redirect URI: https://muziek.xxxx.net/spotify/callback.php 

• Spotify Premium Individual account

• 0 existing apps

The Developer Dashboard shows the following error when I click Save:

"Something went wrong, we were not able to create your app. Please try again later."

I checked the request in Chrome DevTools.

The following request fails:

POST https://developer.spotify.com/api/ws4d/v1/applications

HTTP response:

403 Forbidden

The response body is:

This appears to be a server-side permission/IAM issue, because the principal mentioned in the error is Spotify's **bleep**, rather than my Spotify account.

I have already tried signing out and back in and recreating the app, but the same request consistently returns HTTP 403.

Could Spotify please confirm whether creating new Development Mode Web API apps is currently restricted, or whether this is an issue with the Developer Dashboard/backend permissions?
