Why chartmetric have the rights to resell spotify data to the public?

I'm not sure to be at the right place here but I was wondering how is it possible/legal that I have to pay 1200$ a year to get access to data on users and playlists on spotify?

Should those data that Spotify have be free to their users? In the end (as an artist) I just want to make sure I'm pitching my song to a real person with legitimate intention, not to a bot farm. It seem fair that Spotify should help artists to see clearly who is real or fake by providing those data sets for free.

I  may be way off here and sorry if I am. I'm not a programmer or a coder, I'm just an artist trying to figure how everything works.
