unauthorized spotify api use?

Recently, quite a few Spotify developer applications seem to have surfaced that skirt the new developer API rules and circumvent the regular approval process. Does Spotify approve these on a case by case bases?

Can you please name a few apps you think have bypassed restrictions?

Keep in mind that restrictions don't apply to apps that already had a quota extension before the changes.

Also, well established organisation with a big user base can apply for a quota extension.
