Can't pay for PREMIUM!!

Hi. I'm from Romania and I sign up in Spotify 3 weeks ago. I have a FREE PLAN because I can't BUY THE PREMIUM PLAN. When I write my info about credit card in spotify site, this shows up "payment failed. try again or use a different payment method". I tried for 3 weeks. Everything. I change the credit card,browser,device, i check out my info again and again and nothing work. Something is going wrong and not on me. Can anyone help me to BUY THE PREMIUM?

And in app, for iOS/andorid it said: "Spotify Premium can't be purchased in this app." And there on official site it's just one payment option on Romania: credit card. Why every other country you can pay with paypal or paysafe? Rlly? What it's that?
