This is still not working for me. On a Windows 10 PC using Chrome I now get
the same error message but on the "Change Plans" page instead of when
navigating back to the "Account overview" screen: "Unable to change plans.
This could be because you're not eligible for this plan, you're already on
it, or you don't have a stored payment method."
I updated my Android Spotify app but I don't even see where you can change
plans in the app. "View Profile" only shows some recently played items and
"Edit Profile" only lets me change my nickname and photo.
I have a saved payment method. I am on Premium Family. I have one other
family member, but I also tried removing them so only I was left and it
still gave me the error and didn't let me switch to Duo.
This issue does not appear to be fixed.

Could you try first canceling your current subscription and then signing up for Duo?
We recommend that you use our website to activate the new plan and not your account page.
It would be best if you again do this through an incognito browser.

I tried as you suggested and I'm still getting this error. Would I need to wait for the cancellation to become effective (my subscription is cancelled, only switching to free early August)?
If that is the case, I'd need to wait until the account changes to Free and then check if the upgrade would work.

By doing this will I lose all my playlists and followers I’ve built on them?

Thanks for reaching out.
Changing your subscription doesn't have any influence on the content saved in Your Library. In case for some reason your account reverts to free, you'll only need to re-download your offline playlists.
