By saying that you're not able to access premium features, you got us thinking that you might be logged into another account. Can you please double check that you've bought Premium Family on this account? In order to do that, go ahead and view your plan and payments on the account page, under Your plan.
Make sure you're using your browser when you're trying to make modifications on your account. If you still are not seeing Premium Family on this account but you know you've activated the offer, can you try locating your other account with the steps here?
Please note that website need some time to refresh after you've upgraded to a different subscription.
