Currently upgraded spotify to premium family, is there any type of payment beside by PAY BY MOBILE? 

I really want to use my PAYPAL for monthly payment.

any help would be appreciated...

In most countries you should be able to start a Premium Family subscription with PayPal. You check out this page to see the payment methods we offer.

If you still have trouble, can you let us know the country registered on your Spotify account and we'll see if that's an option?

In the meantime, it might be a good idea to use a different network and turn off your VPN if you're using one.
